As of October 10, 2008, the Protecting Children in the 21st Century Act (Title II of the Broadband Data Improvement Act, amending 47 U.S.C. 254 (h)(5)(b) of the Communications Act of 1934, mandated that elementary and secondary schools having computers with Internet access may not receive services at discounted rates unless they submit to the FCC a certification as part of the Internet Safety Policy they are "educating minors about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms and cyber bullying awareness and response."
